I decided to bring up the topic of traffic cone bases because there seems to be some confusion.  It depends on who makes the product, but generally, the traffic cones are made in a way that they do not need bases.

The way it works is the traffic cones are heavy enough so that they do not need bases.  Of course you can always add bases to your cones if you want to but it will cost extra money to buy those bases.
