HI Intensity Grade is the next one up, and Diamond Grade comes after that.  To get the most bang for your buck, try buying the reflective tape from the manufacturer of the reflective tape, to avoid the markup the middle man puts on the tape.

A delineator post is most likely going to be mounted to pavement or concrete if the project is more permanent.  A base allows the delineators to be moved around and placed wherever whenever.  It allows for a lot more versatility.
