Guide to Selecting Barricades for Municipal Projects

Barricades are often treated as a line item rather than a decision. That is where most selection mistakes begin.

Municipal projects carry compliance obligations and public safety accountability that private construction work does not. The wrong barricade type in the wrong environment creates a MUTCD violation before the first cone is ever set. The wrong material choice turns a manageable equipment budget into a recurring replacement cost. Getting the selection right from the start is worth the extra thought.

The Type Has to Match the Speed Environment

The MUTCD defines three barricade types, and they are not interchangeable. The classification is primarily about the number of rails, the retroreflective surface area, and what the barricade is being used to do — not simply the posted speed limit.

Type I (one rail): A single striped rail with a minimum rail length of 24 inches and a minimum overall height of 36 inches. The MUTCD approves Type I for conventional roads and urban streets where traffic is still moving through the temporary traffic control zone. Common applications include utility work, parking areas, sidewalks, low-speed construction zones, and minor lane delineation.

Type II (two rails): Essentially a Type I with a second striped rail, which increases the total retroreflective surface area and makes the barricade visible from a greater distance. The MUTCD specifies that Type II or Type III barricades should be used on freeways, expressways, and other high-speed roadways. At higher approach speeds, drivers need to identify the traffic control device earlier, which is what the additional rail provides.

Type III (three rails): Three striped rails, a minimum rail length of 48 inches (double that of Type I and II), and a minimum overall height of approximately five feet. The defining application for a Type III is road closure. The MUTCD specifically states that Type III barricades should be used to close or partially close a road. These are the units you see positioned across the full width of a roadway with signage such as ROAD CLOSED, ROAD CLOSED TO THRU TRAFFIC, or LOCAL TRAFFIC ONLY. A Type III is not simply a higher-visibility version of a Type II — the primary purpose is closure and major restriction, not channelization.

When specifying a barricade type, the question to answer is what the barricade is doing: keeping traffic moving through the zone (Type I or II) or closing access to a road or section (Type III). Speed environment informs that choice — particularly for Type II on high-speed corridors — but the use case is the primary factor.

Material and Durability Are a Total Cost Question

Wood barricades meet MUTCD standards and are a practical option for short-duration or low-frequency applications where upfront cost is the priority. The limitation is that wood degrades faster under weather exposure and repeated handling, which drives higher replacement frequency over time.

Plastic barricades, typically high-density polyethylene, resist UV damage, do not splinter, and hold up better across multiple reuse cycles. For municipalities redeploying the same equipment across several projects per season, the total cost of ownership for a quality plastic unit is generally lower than cycling through cheaper wood units over the same period.

A few other durability factors worth confirming before procurement:

  • UV stabilization in the polyethylene construction, not just base-grade plastic
  • Retroreflective sheeting grade: HIP (high-intensity prismatic) is the most common municipal standard; some state DOTs require diamond-grade on high-speed corridors
  • Wind resistance: lightweight barricades without ballast can become a hazard on exposed high-speed corridors with heavy truck traffic
  • State DOT supplemental requirements: MUTCD is the federal floor, but individual states regularly add specifications on top of it covering sheeting grade, materials, and configurations

Warning Lights Are Required — Not Optional

Retroreflective sheeting makes barricades visible when headlights hit them. Warning lights make them visible before that. MUTCD requires steady-burn or flashing warning lights on barricades placed in active roadway work zones during nighttime operations. Lights are required in addition to retroreflective sheeting, not as a substitute for it.

Type A lights (low intensity flashing) are the standard for most roadway applications. Type B lights (high intensity flashing) are required in some high-speed or high-volume corridors — confirm the applicable requirement with your traffic control plan before procurement. When ordering barricades for a project that will run into nighttime hours, factor light hardware and battery replacement into the equipment budget from the start.

Common Mistakes in Barricade Selection

Most problems in municipal barricade procurement trace back to a short list of avoidable errors.

Specifying on purchase price rather than lifecycle cost, leading to higher total spend through faster replacement cycles
Deploying Type I or Type II barricades in applications that require a Type III — particularly any full or partial road closure, regardless of posted speed
Ordering without confirming the required retroreflective sheeting grade, creating a compliance gap that surfaces during inspections or incident reviews
Assuming MUTCD compliance is sufficient without checking applicable state DOT supplemental standards — each state publishes its own supplement, and requirements for sheeting grade, materials, and configurations often go beyond the federal baseline; confirm the applicable state supplement before finalizing any procurement spec
Overlooking stackability and unit weight during procurement for municipalities managing large inventories across multiple storage locations
Not requesting spec sheets or certifications from the vendor before the PO is approved; municipal inspectors will ask for documentation, and having it at procurement saves time during the project
