The sheets on the drum can also really boost up the price.  It is always a good idea to research the prices of the accessories you plan on buying, sometimes they are where distributors try and make money.  For example they could boost up the price of the base so you end up paying a lot more overall.

Is there reflective sheeting?  Yes, there is usually a white/orange combo of reflective sheeting on these ultra panels to make them easier to be seen during the night.  Do they have weights?  Yes, and the amount/variety of weights depends on the manufacturer.

If you have used the barricade for a little while and then started having issues, the typical way a seller handles it is they take it back to see if the issue was caused by wear and tear.  I would suggest first calling the distributor and then second calling the manufacturer.
